As a business and economic development specialist, Quincy believes that inclusive economic growth is a catalyst for positive change in communities. As Director of Industrial Business Development at BOC Network he helps industrial and manufacturing businesses in Central Queens, East Brooklyn and the Bronx to gain access to financing and economic incentives, develop growth strategies, navigate government regulations and advocate in the community. Quincy holds a BA in Economics and Spanish from Trinity University and a Master’s in Business Administration (MBA) with a focus on Entrepreneurship from the University of Massachusetts, Amherst.

Ray Walcott

Ray Walcott is a seasoned Business Relationship Manager with a 21-year track record of building prosperous businesses. Throughout his career, Ray has proven adept at cultivating new business opportunities and managing customer relationships to achieve objectives. His extensive network enables him to understand customer needs deeply and devise effective growth strategies. In his previous roles at Citi Bank, Capital One as a Senior Business Banker, and JP Morgan Chase as a Business Banking Relationship Manager III, Ray handled portfolios of Business Banking clients, focused on client experience, and risk management. He successfully launched projects, networked to identify potential clients, and collaborated with executives to build long-term financial relationships. Ray has a degree in Business Management & Finance from Brooklyn College. Outside work, Ray values his time as a father to his two daughters, Madison and Brooklyn, and with his wife, Rosalia. A volunteer at heart and an avid fisherman, Ray’s wide-ranging experience and passion contribute to BOC and the Bronx IBSP program to shape a better future for all.

Cindy Isidoro

Cindy holds a Master's degree in Urban and Regional Planning from the University of Albany. During her studies, she collaborated with the Office of Sustainability to implement composting and waste reduction programs. In her previous role at the Capital District Regional Planning Commission, she assisted with projects focusing on economic development, water quality, and transportation initiatives. Cindy is from the Bronx and has conducted research on the economic development history of Hunts Point.
